Back to your question -- it does sound like the rear axle oil seal is leaking. Not the drive shaft seal. The oil can build up on the drum/rotor and prevent the brakes from taking hold. If I keep the tractor in a heated shop before using it out in the cold, the seals stay in. Put new seal in, cleaned axle surface and lubed with grease and gently placed it back in the rear end. Filled it will 18 ounces of oil and so far so good. I'm pretty sure I filled up the rear axle last time with oil to the bottom threads of the fill plug which was a mistake. Usually a bad axle bearing causes the seal to start leaking. I think the new bearings have a built in seal. Sent from my 1981 IBM 5150 PC. The bearing was replaced the same time the seal was replaced. It was a single unit, bearing and seal. I cleaned the surfaces and lubed the seals like instructions said.The seals do fail and the new seals are of a newer design. After the seal is replaced and driving the mower for 30 mins feel the bottom of the transaxle to see if it is getting overly hot. Most time the grease on the wheel will ook worst than it actually is. But if the unit does get overly hot grease it will need grease added.
