The spawn rate of a mob farm is really tricky to get right. You have to be within a certain distance of the spawning and killing areas, and not close to anything else where mobs could spawn, like underground. If you could show us some pictures or a video of your farm we could try to pinpoint what exactly is messing up your rates.Monsters do NOT spawn on slabs, if you are using double slabs then they wont work. You also need to be 30-100 blocks away for them to spawn. There can not be a cave nearby, or else the mobs will spawn in the cave!
